The world is moving towards a new era of peace, thanks to the introduction of the World Unity Games. The games are a joint effort taken by Russia, Europe and the U.S.A. but not everbody welcomes this historic development! When secret documents are stolen from the Pentagon, the O.S.I. are disturbed to learn that the thief almost certanly had bionic capabilities. Steve and Jaime are asked to review security and seek out the mysterious and powerful villain dressed in black. 

Aided by a new bionic girl, Kate, Steve and Jaime find themselves pitted against an unknown enemy that not only shares their unique strengths, but also has a very personal vendetta against all other bionic beings.
